As of the time of writing, no free download seems to be available on any other system.
Although the portal and characters are still required to play the game, this is a very smart move by Disney, and potentially Nintendo as well if this deal is exclusive to their console. Over the weekend, Disney Infinity 1.0 popped up on the Wii U eShop in North America as a free download. Disney has decided to do something similar, although they are focusing on a game already out, rather than their upcoming release.
